I am writing to formally express my growing concerns regarding the deteriorating security, lack of emergency preparedness, and restricted resident access at 1655 Park Boulevard, a designated 55+ senior living community. Despite being a residence meant to provide a safe and comfortable environment for older tenants, the current conditions make living here increasingly unsafe, inconvenient, and unacceptable. Security Incident – Saturday February 8th at Approximately 2:30 PM Today at around 2:30 PM, two young Black males were dropped off in front of the residence and attempted to gain access to the building. They first went to the back of the property, presumably trying to enter from the rear, but were unsuccessful. They then returned to the front entrance and somehow gained entry. Once inside, they proceeded to knock on every resident’s door, falsely claiming to be from a public service agency and discussing supposed price reductions. This was clearly a scam, as their behavior was suspicious. After one individual knocked on a door, the second would approach and repeat the same routine. This incident is alarming because it demonstrates yet again how easy it is for unauthorized individuals to enter the building and freely roam the hallways, while actual residents have no assurance of safety. Serious Security Concerns This is not an isolated incident. Unauthorized individuals frequently enter the building, loiter in common areas, and even knock on residents’ doors. People have been found sleeping in the call box and stairwells, creating an unsafe environment that leaves residents feeling vulnerable. While trespassers and unwanted visitors seem to have no problem gaining access, actual residents do not have proper safety measures in place. Additionally, there is no emergency pull cord or accessible emergency button in units, which has already led to dangerous situations. My grandmother recently fell in her apartment and had no way to call for help. A neighbor overheard her and had to call emergency services, yet police and EMTs struggled to gain access to the building. For a senior living facility, this failure in emergency preparedness is unacceptable. Lack of Access to Resident Spaces While security is lacking, management has unnecessarily restricted access to essential common areas, including • The lobby • The back patio/porch • The community room, which should be available for resident activities and social engagement • Outdoor areas where residents should have the opportunity to gather and interact These spaces should be open and accessible to residents who pay to live here, yet they have been locked for months on end. Meanwhile, storage rooms, management offices, and other restricted areas remain tightly secured. It is unacceptable that management prioritizes locking up these areas while failing to implement proper security for actual tenants. Emergency Maintenance and Security Failures Another major issue is the lack of a reliable emergency maintenance and security response system. Residents are given only one emergency contact number (267-374-7603), which belongs to a single maintenance worker who is not available 24/7 and does not reliably respond to calls. It is believed that this maintenance worker does not even reside in the state, meaning that any urgent issues—such as fire alarms, broken appliances, lockouts, or security concerns—are left unaddressed for extended periods. It is completely unacceptable that a senior living facility has no proper emergency response system in place. If there is only one maintenance person who is unavailable, unreliable, and not even nearby, then who is responsible for handling urgent issues when they arise? The current system is not only inefficient but also a serious safety risk for residents. Requested Actions I urge management to take immediate action to address the following concerns: 1. Implement Proper Security Measures – Strengthen access control to prevent unauthorized individuals from freely entering the premises. 2. Reopen Resident Spaces – Provide residents with access to communal areas that enhance quality of life and social interaction. 3. Install Emergency Assistance Features – Equip apartments with accessible emergency call buttons or pull cords to prevent future incidents like my grandmother’s fall. 4. Improve Emergency Response Accessibility – Ensure that first responders can quickly and efficiently enter the building when needed. 5. Increase On-Site Monitoring – Improve surveillance, security presence, or other measures to ensure a safer environment for all tenants. 6. Establish a Reliable 24/7 Emergency Maintenance System – Hire additional maintenance staff or implement a reliable emergency response system for after-hours issues. One unavailable person is not enough for an entire senior community. This is a senior living facility, and it should function as such. I expect a prompt response and a clear outline of the steps being taken to resolve these issues. Residents deserve to feel safe, have access to their own community spaces, and trust that management is actively working in their best interest.
